General regulations: General Regulations (per 1st March 2012) General regulations of participation in 'SCENECS, The Central Dutch Film Festival', the annual film festival at Amersfoort. Aims SCENECS is an annual international film festival for new film and documentary makers. It's aim is to give future professionals the room needed for further development of their film careers. During the festival film talent, film culture and film production climate is stimulated and supported by the organization This being achieved through educational activities, debates, network activities and the Grand Gala. Application 1. Enrollment only via the appropriate registration form. The registration form can be found on www.scenecs.com and needs to be filled in and signed by the copyright owner of the entered productions. In the application form, stills are requested. This is an obligatory application demand. The maker is familiar with the conditions (available on www.scenecs.com) that safeguard the festival from claims from third parties. The sender is liable for all damages occurring from such a claim. 2. Annual enrollment is possible from 01 January till 15 July On behalf of the program, exhibition copies of the productions should be entered and available at the latest on the 15th of September. 3. A maximum of 2 productions is allowed per producer or director. Each production needs to be separately entered. Competitors for the student and debut prize must send six DVD's of every film complete with the title of the film, name and address. If a film is only entered for the showing, then one copy is sufficient. The DVD's can be sent to: SCENECS, Post-office box, 3800 AA Amersfoort. 4. Participants don't need to be resident in the Netherlands. 5. The productions (delivered on 35mm, Betacam, Digibeta, DVCam, DVC Pro or DV) must be furnished with the Dutch or English language and/or subtitling. The productions must fulfill the minimum of technical performance demands (e.g. sound and picture on a professional bearer and foreseen of a high and picture quality). 6. The productions in the categories fiction, documentary and the category student film can compete in the SCENECS competition for the debut film. For the category fiction and documentary, only the first and second public production of a director/filmmaker is admissible. The productions may not be older than 3 years. In the category student film, undergraduates may compete for a Student Award. The student film must have been made during the study but a final exam film is not allowed. A final exam film can compete in the categories: fiction or documentary. SCENECS has no maximal or minimal stipulations concerning the length of the entered productions. When a production doesn't meet the above mentioned criteria, the film can still be entered for a showing. For example, established makers can, by showing their work, inspire new professionals to fertile discussions encouraging the creative process. Both parties profit from such exchanges. Definition Fiction Productions where inventive elements are used whereby a new reality is created in comparison to the world around us, playing with time, space and thought. This new reality must be so shown in a manner that is credible to the spectator. Definition Documentary a production resting on documentation and facts where the subject is given a new dimension through the personal interpretation of the director/maker. Definition Student film The student film has to be made as an assignment of the educational facility during the study of the participant. The production may not be part of the final study. Productions made in the final year can compete in the categories fiction or documentary. 7. Even though it is the intention to allow everything and everyone into the program (open curtain), the organization reserves the right to refuse certain productions on technical or content grounds. 8. The organization shall do everything possible to show the productions to the public in the most optimal way, but cannot be held responsible for technical mishaps. 9. All productions produced within the last three years are admissible. Productions older than three years cannot take part in the competition, but can be programmed for showing during the Panorama Program. 10. The applicant receives a confirmation. Only then is the entered production registered. The applicant is also responsible for the collection of his or her product. This can be done during the festival at the information desk or after the festival at the SCENECS office in Amersfoort. Supplementary conditions 11. The organization composes the program and show without participant participation. 12. The participants or their representatives are available during the festival and presentation of prizes to show themselves to the public and to personally receive their prizes. 13. The participants agree to the allowing of partial transmissions/ publications (and repetitions) of the entered productions via various media, such as television, newspapers, internet to enhance the promotion of the programming of the film festival. 14. The organization is not responsible for (the production-) dispatches or transport. The correctly labeled entries must be sent before 1st of July and the show copies before 15th September. On delivery, acknowledgement of receipt is afforded to sender. During the festival the entered productions can be collected at the information desk and later at the head office of SCENECS, Chromiumweg 141 in Amersfoort. The organization is not responsible for damage to the entries during transportation or showing. 15. The sent accompanying material (photos, playbills etc.) that are made available to the festival need to be free of copyrights so that they can eventually be transferred to a third party (e.g.) the press. The promotion material and the preview DVD's are not returned to the sender unless an agreement has been made. Competition and prizes 16. Participants of 'SCENECS' have the chance of a prize and thus one can refer to a competition. An independent jury decides who is awarded the prize for the best production in the various categories. The result is irrevocable and cannot be corresponded about. 17. On the basis of the jury regulations, the judgment is requested from an independent jury consisting of at least five members. The jury shall take into consideration the personal and artistic, but also the craftsmanship and the accessibility for a medium to large public. 18. The prizes are intended for the copyright owner of the productions and are to be personally received during the prize presentation. The prizes do not get sent at a later date. If the participant or his representative is not present at the presentation, then the right of claiming the prize lapses! General 19. Participation in the festival 'SCENECS' implies acceptance without restrictions of the regulations and interim decisions of the management of SCENECS. The management also decides in cases not provided for in the regulations. Use of the festival name and logo is only allowed with the written permission of the management of SCENECS. Apart from this general regulation, the jury regulation is also available via www.scenecs.com. Right of alteration is reserved.
Jury regulations Jury regulations {per 1 March 2012} In fitting with the general regulations of 'SCENECS, The International Debut Film Festival' edition 2012. The jury 1. The jury consists of at least five members and is named by the festival manager of 'SCENECS'. The festival manager appoints the chairman, with or without deliberation with the jury. 2. A jury attendant is assigned by the festival manger, whose task it is to attend to the jury procedure on behalf of the organization and to put the SCENECS regulations to the test. The jury attendant may not take part in consultations, nor issue opinions concerning the entered films. 3. The jury judges all productions and is independent. Jury members, directly or indirectly involved with the production of an entry, are withdrawn from the consultations. 4. Jury members endorse the aims and regulations. By doubt one is expected to act in the spirit of the regulations and by the majority of votes. In the case of a divided jury, the chairman decides. 5. The jury indicates one winner (joint places are not possible), but is free to indicate in writing or orally, memorable films. 6. The jury partnership is for 3 years and can be prolonged with a year to a maximum term of 5 years. The jury is expected to observe secrecy during the festival about both the results and consultations. 7. The chairman is the spokesman for the jury. Reports on behalf of the jury and/or the competition to a third party will be done by the festival manager, only after deliberation with the chairman. The jury attendant is also committed to secrecy and communicates only with the festival manager. Outwardly every jury member declares solidarity with the result and shall not, during the festival, distance himself from the result. 8. The jury has, till maximum the15th of October, time for a short jury consideration (per winner) and to reach a decision. The jury consideration is meant for the press and to be read out during the prize awards. The chairman of the jury is expected to award the most important prizes and is given the opportunity to make a short general statement. 9. The usual procedure of the judging shall be, if not provided for in the regulations, adapted in consultation with the festival manager. The jury chairman, supported by the jury attendant, shall see to it that this is observed. The festival manager reserves the right, on behalf of the management and in the interest of the festival, to change the regulations at any given time as he sees fit, in the case that the aims of the festival 'SCENECS' are in danger of being injured. 10. The jury is allowed at least 1,5 months for consultation and the opportunity to familiarize itself with the entries. 11. The manner in which the jury decides to come to an agreement is decided by the jury itself, but it ensures that there is always one winner per category. 12. The jury members, under supervision of the chairman, are responsible for the selecting and delivery of maximum 1, 5 minutes picture material of the nominated films for the benefit of the showing during the Award presentation.
